[Chat] ramp to I-83

To get to D.C. generally I take Howard Street to MLK Blvd, then take the 
ramp which leads me to Russell Street (immediately after Washington Blvd.) 
Russell Street puts you right on the Baltimore Washington Pkwy.

I'm not sure what Crystal does, but I commute several times a week to
the DC area, utilizing 83 south.  From Charles Village, I take 83 south
to Lombard, east on Lombard to the respective streets that take me to
either the B-W parkway or to I-95 south.  From now on, I'll just take
St. Paul Street south to Lombard.
