Here is relevant information from my friend Elliot Schlanger, Chief IO for the city of Baltimore:

Brad:

>From what I can gather, you're interest is in illegal signs posted in the
public right-of-way... on street lights, traffic light poles, etc. These
are the responsibility of Tony Wallnofer (410 396-1686 or
Tony.Wallnofer at baltimorecity.gov) or Richard Hooper (410 396-9009 or
Richard.Hooper at baltimorecity.gov) from the Office of Transportation. Of
course, they work for Director Al Foxx (410 396-6802 or
Al.Foxx at baltimorecity.gov).

Hope this helps.

Regards,
Elliot
