Baltimore Zoo May Be Forced To Close

The Baltimore Zoo is cutting staff and giving away animals. It's a first
step in what could be the end of the zoo.

I've noticed that some alleys in Charles Village have names & street signs,
such as Hargrove, while other alleys do not, such as the alley between
Guilford & Abell.  What's the difference?  Is it a city maintenance issue
(to be maintained it must be named)?  Or is it a width issue (if two cars
can fit down it at once it's named, and if only one car can go at a time it'
s unnamed)?  Or a combination of the two?
