HELOC = home equity line of credit
I'm not selling, but am looking into a line of credit I can draw on to have
some work done on my house.

When a property is sold in Maryland details of the transaction become public
knowledge at the time the deed is recorded at the local courthouse or land
records office. Of course the city or county and state will take their
share of the transaction by collecting a recordation and/or transfer tax.
Christine is probably applying for a home equity line of credit.
