This issue came up last year when a bunch of the CVCBD block captain 
volunteers worked on making more of those sandwich boards.   Apparently they can 
technically be illegal, so we cautioned everyone to keep them out of the main flow 
of pedestrian traffic.   That's easy enough to do, for example by putting them 
next to the tree wells instead of where people walk.   No one had ever heard 
of the City issuing citations for them in the residential areas, and I think 
people appreciate having one on their block so they can keep up to date on 
meetings and so forth.
