John, wow, you and Brad are on top of zoning things.  It never occurred to
me to look into this.

 

So how does "one" make the new owner of 2703 Calvert aware of this zoning
law?

 

Ideally, he would/will be discouraged by the appeal and not add the fourth
unit.  

 

BTW, the couple who bought it will not be living in the house.  It seems
that they bought it as a moneymaker-hence the fourth unit.

 

What can I do to prevent the fourth apt. unit from being created in that
house?

I just called Zoning Enforcement at 410.396.4126. According to their records
the property is zoned R-8 and three dwelling units are permitted. In order
to

legally increase the number of units the owner must file an appeal with the 

BMZA (Zoning) who will require a hearing.
