Over here on Calvert St. we have survived the big dig (so far).......the worst part is when they are driving the I beams down.  However, although there was a lot of noise, there was little in the way of shaking and damage to the house that you describe.......at least to mine.  I work at home one day a week and was here when it happened - and aside from the noise, it didn't bother me.  I'm only a few houses up Calvert from 27th so I wonder if the substrata is different where you are to cause such a disturbance.  I really feel sorry for the people at the corners of 27th.......it's incredibly invasive.  And no, there haven't been any extraordinary rat problems.
