It's good that you want to stay on good terms.

My suggestion is, whatever you do, is to be as diplomatic as  
possible. Although their contractor may have known how messy the job  
would be, they themselves probably never realized that the scenario  
you find yourself in was a possibility.

You should mention it to them, but don't come across as accusatory.  
What's done is done, so I would say something to the effect of "Hey  
guys, when you had your breezeway wall repointed, I unfortunately had  
my windows open and lots of cement dust blew in. If you're going to  
have anymore such work done, just let me know with via a note on my  
door. I'll certainly do the same for you if I have a similarly messy  
job done on my house."
