FWIW I didn't see the baseball bat at any point while I was watching the 
group.  I only know it was there because the officer told me it was. 
With the ostensible increase in city gang-related activity, I'd say a 
group of oddly behaving teens (admittedly all teens behave oddly) after 
dark is reason enough to call BCPD to come and disperse them.
