I'm a CV resident - but in DC during the week, but when this attack took place to my partner this evening, I had hoped everyone on the list would have been alerted (sans digest recipients). The victim of this attack, in fact, is a member of both CV list-serves, but has unfortunately relied on me forwarding both alerts and responses emails. In any event, from tonight's (WED Dec 2, 6 PM) vicious dog attack: Our 12 year old greyhound is at Ardmore for a few days, as Greg just took him there this evening - one of their vet techs is our house sitter, in fact. We're not sure of the actual house number where the dog came running off the porch, but we are within a few houses, so it won't take long - with animal registration requirements. It's also unclear if those taunting the Pit Bull to kill our dog were on the owner's porch or next door, but that will also become clear with further investigation from proper authorities. Incredibly, and completely incomprehensible, was that police arrived and determined that if the human under attack had no serious injuries - a finger lost, a baby mauled, or worse, the Police said they must hand the entire case over to Animal Control (note that the cop was so nice and offered to administer first aid to Greg and offered a ride to the vet. Animal Control is the agency in charge. Apparently our dogs can be mauled to death, a dog owner under attack can sustain bleeding and bruising and physiological injuries, but no police record is necessary under the law, and in fact, no follow up that may help in even a civil case down the road. That needs to change NOW. Police do not go door to door to find the owner of the dog in question, only Animal Control. Police are not able by law to tell us which porch this vicious animal came from. We cannot learn from police calls (our own, a witness, and a follow up witness) where the offending dog resides: we need to only call animal control. So, I'm guessing the Animal Control called tonight from our communal police calls found the few houses in question tonight dark and unresponsive, and I suspect that the pit bull in question was removed to another location for a month or two to hide from authorities. I'm not one to sit back and take this injustice, so we will be organizing massive media attention to our unjust Baltimore City laws, just revealed to us tonight in these most unfortunate circumstances. It is time to take back our city and expose to the masses on a national level what we have just learned tonight with which is a common practice that can affect every dog and cat owner, and even parents with small children! In the immediate future, if you have a small child in a baby carriage, any size dog, or even a roaming cat, AVOID the 2700 block of Guilford Ave, as the owner of this young Pit Bull conveyed verbally and rather clearly during the attack that "there is nothing I can do." Look forward to an immediate community call for action, growing media event, and exposure that this is a truly flawed Baltimore City law, which we will push for CHANGE for us citizens living in Charles Village. I had to nearly beat the life out of the pit bull in order to get it to let go of my dog. In the process I seriously cut up my hands and broke my foot. I held the pit bull by the throat while my wife called animal control. Animal control responded by saying that they would dispatch an officer immediately, and we could expect them within 72 HOURS! Needless to say, we then called police, and they showed up and dealt with the situation. I provided all of my information and obtained a police report. I was told that animal control would contact me within 24 hours. I never heard from animal control, and had to verify the rabies vaccinations of the pit bull on my own. Luckily, the pit bull's owner was found, and I was able to obtain the vaccination records. My personal experience has been that Baltimore City Animal Control is worthless. My happy ending is that my dog has fully recovered. The attacking dog is currently still at home in the block, so please don't walk your dog or have young children taken down that block. Herschel is home as of late last night, and bandaged up quite badly. The vet said he is lucky to be alive, and Greg was not seriously injured himself. This property has one offstreet parking space for 3 dwelling units. It also does not have enough square footage to support 4 dwelling units under the Zoning Code, which requires 750 square feet per unit. Also, some residents want to preserve the historic architecture and save it from being defaced by multi-family conversions. The majority of residents who have responded want the CVCA to stop any further conversions and to protect Charles Village from the further overcrowding. There have been lots of interesting discussions about cats recently since the dog attacked our neighbor Greg and his dog, Herschel. I am glad that both of them are on the mend and have gotten some support from the city because of the community's efforts. Now on to other CV animals....CATS. Our neighbor went to a workshop offered by Alley Cat Allies and this is the info she reported: "Basically the way ACA works is that if you have a stray cat or a colony, you schedule spay/neuter appointments with a vet ahead of time (2 weeks-a month ahead to get into the $20 clinics). Then, starting several days before the appointment, you start putting out some food for the cat/cats you are trying to catch, so they'll get used to you and come around your yard/porch/wherever on a regular basis. You need to get a trap ahead of time (big wire cage with a trip plate), which you either buy at Ace or somewhere like that, or you can try to borrow one, which you may be able to get by getting in touch with someone from Alley Cat Allies. I think they're a bit big and expensive to buy if you're not planning on using it a lot. So, you put out the normal plate of food inside the trap the day before you have the vet appt. and hopefully, the cat will come by, go for the food, and the trap door will snap shut behind them. They'll probably freak out, so the woman who was giving the talk said to bring the trap inside your house (a bathroom may be a good idea), put newspaper under the trap, and cover it with a towel (this calms the cat down I believe). The next day, you take them to the vet for the appointment, and then, the important thing is to keep them inside somewhere warm the night afterward because anesthesia keeps them from properly regulating their body temps. The next day, take 'em outside, open the hatch, and you're all done." This means that all vehicles traveling on city roadways must be equipped with snow tires, all season radials or chains. In addition, parking is prohibited on designated snow emergency routes. Citizens are encouraged to remove their vehicles from designated snow emergency routes as soon as possible in order to avoid being ticketed and towed. Residents who live near city schools equipped with a parking lot may utilize these lots to park their vehicles during a Phase 2 snow emergency. Click here for a list of participating schools. Parking on school lots is authorized only during a Phase 2 emergency. Once Phase 2 of the Snow Emergency Plan is lifted, citizens need to remove their vehicles from school lots as soon as possible. The Baltimore City Snow Team is deployed at 100% and continues to salt and plow primary and secondary roadways. Roadways remain slippery and the city strongly encourages residents to stay indoors. Citizens who must travel are advised to drive cautiously and maintain a safe distance from snow plows and other vehicles. Fax: 410-576-9425 For immediate release December 19, 2009 MEDIA ADVISORY City of Baltimore Issues Following Advisories for Citizens During Snow Emergency Baltimore, MD (December 19, 2009): Since 10pm last evening, Baltimore City agencies have been on full alert engaging this weekend?s snow storm that has accumulated on average over 16 inches around the City thus far. As of 7:00 p.m., there hasn?t been any major emergency in the City related to the snowstorm. However, as the snow tapers off this evening, the City of Baltimore is putting out the following advisories to the citizens: Mayor?s Office of Emergency Management: The Mayor?s Office of Emergency Management activated the Emergency Operations Center at 9:00 a.m. this morning to monitor and coordinate 13 city agency? s response to the snow emergency. After the declaration of State of Emergency in Maryland, the Maryland Emergency Management Agency (MEMA) provided the Mayor?s Office of Emergency Management 15 Humvees vehicles from the National Guard that is supporting fire and police departments with medic unit transportation as well as personnel transport. MEMA also provided 5 one ton spreader trucks with spreaders and 5 five ton spreader trucks for increased snow removal services. Department of Transportation: All residents are advised to continue to stay off the roads as city work crews clear primary and secondary roads into the evening. Citizens are also being asked to assist in clearing bus stops in their neighborhoods to provide increased protection and safety for residents using public transportation. Fire Department: The Fire Department advises all residents to not use candles or stoves for heating homes throughout this snow emergency to prevent fires and/or Carbon Monoxide poisoning. Additionally, residents shouldn?t call 911 for non-life threatening emergencies and avoid parking near or in front of fire hydrants. Residents can also assist the fire department by shoveling fire hydrants. Health Department: People are encouraged to stay indoors because of low temperatures. If it's necessary to go outside, dress in several layers of warm clothing to cover exposed skin. Citizens are advised to know the signs of hypothermia, which can include lethargy and confusion, slurred speech, trouble walking normally and uncontrollable shivering. If you encounter a person exhibiting these signs, try to get them warm and call 911. For city residents with scheduled dialysis, the Health Department's Field Health is continuing the essential service of transporting dialysis patients to treatment centers. Homeless Services: The city has 460 beds available at 210 Guilford for homeless residents that include a recently opened overflow facility of 80 beds.
