The 128-page book explores Charles Village's transformation from its inception as a country retreat for downtown residents to a diverse neighborhood today composed of longtime residents, recent transplants, apartment renters and university students. Paul and I will be providing wine, soft drinks and will have some snacks on hand, too. We will also be selling signed copies of the book ($21.99 for the book, as well as a special CV gift set for $25). We'll accept cash, checks as well as credit/debit cards. While Barnes and Noble, as well as Greetings and Readings, are having book signings later this month, we wanted to launch the book at a local institution such as the Village Learning Place. The publisher has also generously agreed to make a contribution to the Village Learning Place. The Senator's first film attraction on October 5, 1939 was "Stanley and Livingstone". The exact date for ceasing first-run film exhibition at the Rotunda Cinematheque is not yet determined, but that announcement is likely within the week. "This was a very difficult decision made after a great deal of soul-searching and deliberation with our key management staff, and my family. The economic realities are such that the show simply cannot go on at The Senator," said owner Tom Kiefaber. "The rising expressions of support from the extended community and beyond for The Senator and its future are encouraging, however, the revenue from first-run films in this economy has regrettably made it impossible for me to meet payroll for our loyal staff beyond this point." A town hall meeting will be held at The Senator on Monday, March 16th at 7:00pm. Doors open at 6:15pm. The newly-formed Senator Community Trust has called the Town Meeting and invited mayor Dixon and other city and state officials, members of Baltimore City's Senator Steering Committee and all other interested parties. The purpose of the Town Meeting is to seek public input and clarify the situation regarding The Senator's precarious and uncertain future. All concerned are encouraged to attend this pivotal public forum. Theatre management plans to screen a variety of classic and cult films and concert videos to commemorate the end of an era at The Senator. I have not been there yet to get lids, but it seems to me that if I am going to keep a recycling can behind my house to hold recycling between pickups as I would like to do, then I ought to have a lid on the can. Yesterday, I asked David Hill about having CVCBD buy lids to resell at cost, and he said that he would look into it. Previously, he had told me that CVCBD would get lids when they became available. I may go to Kane St. next week to try to get lids for my 2 cans. But the City does not require lids on the recycling cans, and there are no lids for the bins. Some people have drilled holes in the bottom of the cans (the bins have holes already) in order to let water drain out of the cans when it rains. It is unfortunate that the yellow recycling cans are an odd size for which lids are not available at hardware stores. But if, as I expect, the City goes to its planned one plus one trash removal system on July 1 (one pickup each week of mixed refuse from a 65 gallon trash can to be provided to each household by the City, and one recycling pickup each week, with a sizable cost saving for the City), then one can also label the old plastic trash cans as recycling (the City has bumper stickers available that you can put on the cans to so label them), and those cans hopefully have lids. The City most emphatically does not want you to use plastic bags for recycling. They say that plastic bags should be recycled at the stores that take them for recycling. Also, I find that I need plastic bags for cat poop, and you probably need them for your dog's poop. Electronic stuff (that actually contains a lot of toxic substances) can be dropped off at the Sisson Street transfer station (on the west side of Sisson between 28th and 29th Streets, basically at the bottom of the hill before you get to the JFX) any time that that transfer station is open. Generally, that means Monday through Saturday, and you can look online on the City web site for the hours (summer and winter hours are not the same). Regular trash and recycling can also be dropped off there. About once every 6 months, you can drop other hazardous waste off at Poly. Steve. And if you are concerned about rats, be aware that on non-gateway streets (that includes all of Abell), CVCBD is only committing itself to pick up trash from its trash cans once a week. David Hill will say orally that he will pick up the trash more often, but so far CVCBD will not commit in writing to doing so. That means that trash may accumulate in the cans and may attract rats. Also, be aware that CVCBD proposes to abolish its safety program. There will be one full time position for a safety education coordinator who will run Citizens on Patrol and will come to your house upon request to tell you what you need to do to make your house more secure (that is a service that Northern District already offers and that few utilize). The position is at best a half time position in terms of the work required, but CVCBD proposes that it be full time. And that will be the entirety of the safety program, even though Sandy Sparks and her gang at Greater Homewood in 1994 used $30,000 of City tax money to put out propaganda promising us that we would have a total of 12 safety people patrolling 24/7 if we would only vote for CVCBD in the referendum. So now, what was promised us will be no more. It is a classic bait and switch (and Sandy Sparks has spoken in support of dropping the safety program). You can let Mary Pat Clark know of your concerns about the new City one plus one trash plan. The City does plan to provide every household with a 65 gallon trash can (with the likelihood that use of those cans will make it much harder for rats to get food from trash), so our old trash cans can then be recycled. And the City will have to modify its trash trucks to handle the new trash cans. In the long run, the once a week trash pickup plus once a week recycling pick up should save the City money, especially if people recycle more. Another part of the plan is for pickups to be Tuesday through Friday, with special pickups on Saturday whenever trash has not been picked up because of a holiday. Also, it would become legal to put trash out in the alley or on a sidewalk after 8 p.m. the night before a scheduled pickup (that is now illegal before midnight). The one defect, and I have informed Mary Pat of it and she has promised that it will be fixed, is that the bill requires (as present law requires) that the trash can be removed from the alley or sidewalk immediately after the pickup. Obviously, people who work during the day cannot comply with the current and proposed ordinance, so it needs to be fixed. In my own view, it is a good plan. It will save money, and it will reduce the rat population once the new trash cans are distributed. I do not know whether the Sisson Street transfer station will continue to be open 6 days per week. I hope that it will. Steve. gary letteron wrote: > As you may know... > > The rules concerning trash may change this July 1st. There's a public > meeting about it this coming Tuesday, 3/24... This Sunday at 10:00 AM, a few of us are meeting in front of the Benefits District office, 2434 St Paul... and will be pruning street trees in the area--maximum effort: 2 hours. All are welcome. For the future, we're planning tree maintenance one Sunday a month... mostly mulching. Sometime this spring, probably within the next 5 weeks, there will be a serious Community Tree Planting--about 50 new trees coming into the neighborhood. (It might get split between 2 weekends.) We'll need all the help we can get. Remember, our street trees are public property and belong to everybody. A person must be trained and have permission to work on them, or be with someone who has that training and permission. Bad pruning or other bad work can seriously harm a tree! ('nuff said there.) If people are interested, we can set up a training with the Division of Forestry. Meanwhile, all are welcome, please join us. -=G=- May the fleas of a thousand Chevrolets infest the arm pits of you and your family. -Unknown \\\|/// \\ - - // ( @ @ ) ------------oOOo-(_)-oOOo------------------------ Gary Letteron 330 Ilchester Avenue Baltimore, Maryland 21218 h (410) 366-3434 w (410) 396-4369 glue39 at verizon.net ----------------------Oooo------------------- oooO ( ) /\ ( ) ) / / \ \ ( (_/ /\ / /\ \ \_) //\\ /\ / \ \ / /\\\ \/ / \ \ \ / / /\ \\ \ / \ ll \/ \ \ \ \\ \/ \ \ \ / \ \ \ ll ll -------------- next part -------------- An HTML attachment was scrubbed... KZ http://en.wikipedia.org/wiki/Fixing_Broken_Windows#Critics_of_the_theory Critics of the theory Critics point to the fact that rates of major crimes also dropped in many other U.S. cities during the 1990s, both those that had adopted "zero tolerance" policies and those that had not. [9] Other research has pointed out that the "zero tolerance" effect on serious crime is difficult to disentangle from other initiatives happening at around the same time in New York. These initiatives were 1) the police reforms described above, 2) programs that moved over 500,000 people into jobs from welfare at a time of economic buoyancy,[verification needed] and 3) housing vouchers that enabled poor families to move to better neighborhoods.[verification needed] Alternative explanations that have been put forward include: * The waning of the crack epidemic. [10] * Unrelated growth in the prison population due to Rockefeller drug laws. [10] * That the number of males aged 16-24 was dropping regardless due to demographic changes and that abortion became legal. [11] David Thacher (assistant professor of public policy and urban planning at the University of Michigan) stated in a 2004 paper that: [12] "...social science has not been kind to the broken windows theory. A number of scholars reanalyzed the initial studies that appeared to support it ... Others pressed forward with new, more sophisticated studies of the relationship between disorder and crime. The most prominent among them concluded that the relationship between disorder and serious crime is modest, and even that relationship is largely an artifact of more fundamental social forces." Thacher goes on to state that: "These challenges to the broken windows theory have not yet discredited order maintenance policing with policymakers or the public." In the best-seller More Guns, Less Crime (University of Chicago Press, 2000), economist John Lott, Jr. examined the use of the broken windows approach as well as community and problem oriented policing programs in cities over 10,000 in population over two decades. He found that the impact of these policing policies were not very consistent across different types of crime. He described the pattern as almost "random". For the broken windows approach, Lott found that the approach was actually associated with murder and auto theft rising and rapes and larceny falling. Increased arrest rates, affirmative action policies for hiring police, and right-to-carry laws were much more important in explaining the changes in crime rates. In the best-seller Freakonomics , economist Steven D. Levitt and co-author Stephen J. Dubner cast doubt on the notion that the Broken Windows theory was wholly responsible for New York's drop in crime. He instead noticed that years before the 1990s, abortion was legalized. Women who were least able to raise kids (the poor, addicts and unstable) were able to get abortions, so the number of children being born in broken families was decreasing. Most crimes committed in New York are committed by 16-24 year old males; when this demographic decreased in number the crime rate followed. Refutations of their analysis appeared in The Wall Street Journal [13] and The Economist . [14] The former quotes economists at the Federal Reserve Bank of Boston, who said, "[t]here are no statistical grounds for believing that the hypothetical youths who were aborted as fetuses would have been more likely to commit crimes had they reached maturity than the actual youths who developed from fetuses and carried to term." [13] Also, murder among the first post-Roe v. Wade cohort was, in some states, 3.1 times higher than the last group born before legalized abortion. [15] These data show crime increasing after the advent of legalized abortion, thus contradicting Levitt's and Dubner's conclusions. Furthermore, increased rates of incarceration accounts for some of the decline in crime rates discussed by Levitt and Dubner; the vicissitudes of the crack cocaine business also account for part of the rise and fall of crime rates during the period under discussion.[citation needed] In the Winter 2006 edition of the University of Chicago Law Review, Bernard Harcourt and Jens Ludwig looked at the later Department of Housing and Urban Development program that re-housed inner-city project tenants in New York into more orderly neighborhoods. [16] The Broken Windows theory would suggest that these tenants would commit less crime once moved, due to the more stable conditions on the streets. Harcourt and Ludwig found instead that the tenants continued to commit crime at the same rate. In a further study in 2007 called "Reefer Madness" in the journal Criminology and Public Policy, Harcourt and Ludwig find further evidence confirming that "mean reversion " fully explained the changes in crime rates in the different precincts in New York during the 1990s. _____ From: discussion-bounces at charlesvillage.info [mailto:discussion-bounces at charlesvillage.info] On Behalf Of Jonathan Wetmiller Sent: Saturday, March 21, 2009 2:50 PM To: Charles Village Discussion List; Charles Village Chat List Subject: Re: [Discussion] Study of "Broken Windows" theory of crimeprevention Interesting. The 'cash-strapped' and 'limited' Benefits District will ONLY be asking for an increase of 16% percent in surtax revenue over last year, when the increase was ONLY 18% over the prior year, according to 'Executive Director' David Hill, who is asking for $65,000+ for himself, not including benefits. The figures that were posted on screen, mentioned and handed out in paper format do not match your statement. Apparently, no one is suggesting a downward adjustment of the surtax rate to fit with current economic realities. You know perfectly well that any changes to any rates must bedone according to bylaws and that it is the City that finally decides, not the Benefits District Has there ever been a Benefits District budget hearing that was more poorly attended by the public? Not in my recollection. The staff, Board members and 'special guests' far outnumbered the 'regular folk.' Many of us regular folk, have lives. Many of us Regular folks like myself have jobs and in somecases have far commutes. I almost did not come to the meeting, I came directly from work. I did so , so I can get the information first hand and pass them on to my neighbors given that many of them due to previous obligations were unable to attend. One neighbor was unable to attend due to the fact she was out of state, and My own Mother was unable to attend because she has the flu. Supposedly the Board meeting to approve (rubber-stamp? ) this larger-than- ever surtax budget will take place on Tuesday, April 14th at 7:00 pm at the new Benefits District office on St. Paul Street. This meeting , like all meetings are posted on the website. I will certainly be there. When asked for verifiable qualifications for all voting Board members, including the address of the property owned, David Hill responded in a way that suggested he does not believe we 'regular folk' are entitled to that information. Again , were we at the same meeting? Mr. Hill stated that if anyone wanted to contact other members they can send an e-mail or call?and it can be forwarded, and if those people wanted to respond they can do so. You made the suggestion that the persons personal e-mails and home addresses be posted on the site. Is the Mayor's personal home address on the Baltimore city website? ..no. In this day an age of identity theft and stalkers, if I was on the board I would not want my personal home address posted on a website where someone might find it and Gods know what?could possibly?happen. When asked what number of voting Board members is considered a quorum, and what number of votes is considered to be needed to approve a budget, 'President' Ron Griffin first declined to answer these basic questions, and quickly became very un-presidential in front of the staff, Board members, and 'regular folk' who were in attendance. Of all people .. You know for a fact that the question you asked is something related to the current law suit (brought by you) and that Mr. Griffin was in no position to respond given the litigation at hand. It seemed like you were backing him into a corner for a response you perfectly well know he could not have nor was he under the authority to respond to. Your question was not only unethical, but also shows in my eyes that you wanted to back him into a corner. Any lawyer would inform you of that. 'Regular folk' to Mr. Griffin: You are not the 'President' of a private organzation. You are the 'President' of the Board of a small local government. You don't get to keep this kind of information close to the vest. "Regular Folk"?to ?Mrs. Floyd, you don't represent all of us "regular folk", you especially do not represent me, my family or my friends. From my observation, it looked like she wanted to back them into a corner and demand an answer right away. ? And let's not forget that she demanded that the personal e-mails and home addresses of board members be posted online so people can verify their legitimacy of being on the board. Which I can understand the e-mail part.. But putting one's personal residential address online these days is not only asking for identity theft, but could open a whole can of problems. I know if I was on the board or any community board, I would not want my personal home address up online for everyone to see. ? I'm sorry I was lead to believe that the CVCA was one of the largest community groups in the immediate area. And according to what I heard via the grapevine by friends and acquaintances who live in Remington, it was allegedly?Mrs. Floyd's "Comments & Opinions" and the inability to accept different opinions and plans of action, is what allegedly caused the creation of a second Remington Neighborhood group. ? If you are not familiar with the issues, you may want to attend. Incidentally, we already have a single payer plan for seniors; it is called Medicare. As one who has Medicare, I can say that it works quite well. The problem with many single payer plans outside the U.S. including the one in Canada is that they are underfunded. On the other hand, medical care in the U.S. generally costs much more than it should, since we support a huge insurance industry. But the overhead costs for Medicare are very low (except for the Medicare HMOs which get more money than traditional Medicare thanks to subsidies thrown in by Republicans under Bush). Anyway, if you are interested, you can attend the session at St. John's on St. Paul St. Steve.
