Christine:

You should call 311 because it is no longer an emergency.  If you had 
called immediately after discovering the crime, 911 would have been the proper 
choice.

When you call 311 report what happened and request a police officer to come 
to your house to take a report of a "larceny from auto." Then call Officer 
O'Donnell and if he is on duty he will take the call.  

Officer O'Donnell is a nice resource to have but you should always call 911 
(or 311 in this case) before calling Officer O'Donnell.
