Here is the info that Mary Pat obtained from the Mayor's Office just now.  While streetcleaning parking restrictions are cancelled for tomorrow, rush hour restrictions are only cancelled for tomorrow morning.  They will let me know as soon as they know.  If you hear nothing assume that the rush hour restrictions are in plac e for tomorrow afternoon.

Councilwoman Clarke called and I happened to have answered the phone at the EOC.  I got answers from DOT and Solid Waste. 

Street sweeping has been cancelled for tomorrow.  So have the parking restrictions. Tickets will only be given for safety violations such as parking next to a hydrant or in a cross walk. 

I asked DOT about Rush Hour Parking restrictions.  They will not be enforced today or tomorrow morning.  The decision to not enforce rush hour tomorrow afternoon has not been made yet.

Although the City is closed today except for essential personnel, the Mayor at her 2 pm press conference said that the street cleaning crews were still out trying to get the leaves off the street and away from storm drains and that they would do so until the weather got too bad. There was no mention of nonenforcement of parking restrictions.  Therefore, I would recommend that residents continue to obey parking restrictions because the parking control agents and two companies are still likely to be out enforcing the restrictions.  This happened during the blizzard several years ago when the City was shut down, the streets were not being plowed yet the parking control agents were still giving out tickets for violations of rush hour parking restrictions and the towing company was towing them. We fought some of the tickets in court but were not successful. 

I have left a message for Mary Pat Clarke and Demetrius in to see if she can tell us any more.

HURRICANE SANDY NOTICE 

The Mayor's Office of Emergency Management is working closely with the Maryland Emergency Management Agency and the National Weather Service to monitor and prepare for Hurricane Sandy and the potential for severe weather this weekend. 

At this point, most forecast models predict heavy rain for our area beginning Sunday night and continuing through Monday.  If the storm stays within current projections, it is possible that we could experience fallen trees, minor flooding, and power outages. 

Regardless of the eventual path of the storm, there are things that families and business can do now to be prepared for a severe weather event. You should be ready to manage the most common crises affecting our region – weather-related power and water outages – if you have certain basic supplies. Buy these three essentials first: 

*A battery-powered radio with extra batteries. If the power goes out, a battery-powered radio is the only way to receive information. 
*Flashlights or battery-powered lanterns with extra batteries. These are essential even during relatively brief power outages. (Don't use candles! They pose a serious fire risk.) 
*Water to last three days. That’s at least one gallon per person per day for drinking and sanitation. Mark the date on the container, and replace it every six months. 

City residents are also encouraged to clear any debris from your neighborhood storm drains to ensure proper drainage during heavy rain. To protect your food during a power outage, keep refrigerator and freezer doors closed as much as possible. Food will stay frozen for 36 hours or more in a fully-loaded freezer if you keep the door closed. Consider freezing containers of water ahead of time. The blocks of ice will help keep your food frozen longer.

CVCA Land Use Committee Update 

Mayor Rawlings-Blake Introduces Major Zoning Code Rewrite 

The Baltimore City Department of Planning is rewriting Baltimore’s zoning code. Known as TransForm Baltimore, the goal is to update and simplify the City’s outdated zoning code while promoting economic growth and protecting the unique character of Baltimore’s neighborhoods.  Our land use committtee will be greatly involved in this process, and welcome comments from the community regarding the proposed changes.  

The new code reduces red tape by consolidating pertinent zoning rules and by peeling away layers of requirements that create obstacles to good development and investment. The code is an easy to understand document that adds a higher level of transparency and predictability to the development process. 

Introduction of the legislative draft of the new zoning code, in the form of City Council Bill 12-0152, is the first step in the adoption process. After the bill’s introduction, the Planning Commission will host a series of public hearings and then make its formal recommendation to the City Council. The City Council will then host their own series of public hearings, and ultimately hold a vote, as they do with all City Council bills. The legislation, as passed by City Council, will then go to the mayor for her signature and subsequently become law. The new zoning code regulations will take effect 6 months from the date of the Mayor’s signature.

Over the past 2 years, the CVCA Land Use Committee has been reviewing with the Department of Planning drafts of the Code and proposed zoning maps. CVCBD ANNOUNCEMENTS 
FALL LEAF PICK UP 

The leaves have already begun to fall from the trees and we know that keeping your yard clean can become difficult. Starting November 15, 2012 - December 15, 2012 the CVCBD will offer supplemetal leaf removal. To better serve residents and businesses, we will be contracting the Fall Leaf Removal project to a local organization to assist us in this effort. However, we are still asking that residents rake leaves on their property as needed in order to prevent injuries and accidents attributed to fallen leaves.
