[Chat] Trees and tree pits

It is usually the property owner's responsibility to maintain the tree wells and the sidewalk. 

From what I recall, homeowners seeking trees from the City of Baltimore or Tree Baltimore usually sign an agreement to care for the tree before one will be planted.
