I can't access whatever chat room the query came from or the woman's address. Tell her that flea collars on outside cats are dangerous, as the collars can catch on things and choke the cats. Better but expensive is the Frontline/Advantage flea treatment that you put on the cat's neck. You have to get it from a vet; Hartz has a version, but I have heard negative things about it. Whether she needs the treatment is an open question, but if she is in Baltimore City I would say yes, as the rats carry fleas (that's their function). And some cats are allergic to fleas, so even one bite can cause some misery.
