My Sprint PCS cell phone doesn't support 311 service, only 911, as I discovered recently when I tried to make a call and discovered that it connected to DC's 311 service, not Baltimore's. FWIW, you can also reach 311 by dialing direct (410) 396-1944 . --Emil
