[Chat] 311 on cell-phone

My mobile phone only reaches the D.C. 311 too
(although it does reach B'more 911, curiously enough)
which is why I really appreciated Christine's message
on the Discussion list today. I don't think it went to
the Chat list so I'll copy it below.
