The argument is that a citywide Parole & Probation facility is inappropriate 
for a residential neighborhood.

Given a choice, what type of investment would you prefer, the millions of 
dollars allocated for the proposed expansion of the  P & P facility or the 
millions of dollars that would likely be spent to redevelop the housing 
stock in the dilapidated blocks that commuters traveling north on Calvert 
Street pass every day?
