Christian,

I am not implying that the money allocated for updating the Parole & 
Probation facility would suddenly be diverted to rehabilitate blocks on 
Calvert Street.

The Old Goucher and Barclay communities have been working to attract outside 
investment in the housing stock in the area. Expanding the Parole & 
Probation facility is more likely to discourage rather than encourage 
redevelopment.

I would prefer to have conditions that would stimulate investment in the 
housing stock rather than to deter it.
