BTW, I get so very tired of people who think Baltimore City is to dangerous to work in or, in come cases, even to visit. What do we do to combat this rather short-sighted view?

They just finished my back yard!

They are expensive.  But they do it right.

I think three men spent a total of six hours here before they gave me an
estimate.

You get what you pay for, I think.

Your neighbor should call this company.

The folks who bought the place next door to mine have
asked if I can help them find a General Contractor who
can handle all the repairs that they want done and
provide daily monitoring as the work progresses.
They've asked the folks that they normally work with
in Catonsville, plus recommendations from their
neighbors, and the Contractors all say that they won't
come into the city because they're afraid that their
tools will be stolen and that they'll be in a
hazardous situation.

Any ideas?
