Major changes to zoning affecting the Charles Village
Area have been proposed as part of the comprehensive
rezoning process now taking place.  A planning
Commission hearing for major revisions is to take
place Thursday, May 6 at 3 pm at 417 East Fayette
Street.

Here are some of the highlights of major changes:

- Drug treatment clinics will be allowed as of right
in B-2 to B-5 zones and as a conditional use in O-R
zones.  This change affects nearly all of Old Goucher
and also Greenmont Avenue.

 - Large Group homes (9-16) disabled persons will be
allowed as of right in nearly the whole of the CVCBD
area.  Recovering drug addicts are considered disabled
under this law.  Group homes are considered single
family homes, therefor they are exempt from all health
and safety inspections and many other housing
regulations.  Because the Housing Department has no
right of entry to these homes we could end up with 20
people or more in a three bedroom house with no legal
recourse.
