Paul, Exemptions are issued for people who are blind, disabled and/or senior citizens. I am almost certain they only apply to owner occupied properties. There is a very good chance someone is getting an exemption or credit that they're not entitled to. I would suggest contacting the local office of the State Department of Assessment & Taxation. John
