I think that the bankrupcy should be explained. If Hamm can't handle his own 
finances, how can he
be expected to manage a police department with a multi-million dollar 
budget.

When I learned of Lawrence Bell's financial problem's during the 1999 
mayoral election, there was
no way I would trust him to run the City of Baltimore.
