Emily,

It is important that neighbors work together in dealing with rats. Because 
they generally prefer to
live within close proximity to their food source, efforts on the part of one 
resident usually result in the rats moving their burrow next door. If 
several adjacent neighbors continue to bait and to eliminate food sources 
some progress can be achieved.

Residents should consider getting rid of ivy and other ground cover that 
provides a nice breeding ground for rats.

For those adverse to using poison because of pets and/or children, East 
Coast Organics sells a compound that kills rats but is otherwise harmless.
