"Last night leaders and members of the Peabody Heights Alliance, Remington
Neighborhood Alliance and Hamden Community Council, along with folks from
the various neighborhoods, attended a meeting with the city and the
engineers involved in the new power sewer line moving throughout the City,

in part, across all of  27th Street in Charles Village.   Also in the

audience were, Delegates Marriott and Pugh and Council Representatives
Clarke and Conaway, and Delegate Goodwin has also been involved with the
communities in this.  Other community associations in Charles Village were
invited to attend since this is the major project that will have great
impact on Charles Village, but no representation by the other CV
associations was noted.

 

Along with Hampden and Remington, Peabody Heights has worked to alert people
along the line of the existence of this project, has encouraged attendance
at the meetings, asked important questions of the engineers, and contacted
the City with serious concerns about the impact on the affected residential
and business communities.  Because of all of our concern with respect to
this issue, we are pleased to report that City has agreed to the

following:

 

1.  No night time construction to be accomplished during this building of
the sewers along this route.  This is of great importance because of the
densely residential areas to be affected.

2.  Special barriers to be put up as construction is accomplished from one
street to another.

3.  Mailed announcements to be sent to the various properties along the
route to advise them when the process will be in their areas, when
inspectors will be taking videos and photos of the exterior of properties
(and, if permitted inside, interior)  to document the condition of the
properties prior to any impact occurring during the excavation.  

4.  City representatives now set to personally tour the line to be sure that
all properties abutting the construction will receive notification. 

Previously they were set to alert only those listed on water bills as having
27th St. addresses.  Without our involvement, many of the directly affected
properties in Charles Village who have addresses listed along the major
streets such as Maryland, Charles, St. Paul, N. Calvert, N. Guilford, etc.
but still abut 27th St. would have missed notification.  

5.  Specialists and specialized equipment to monitor the vibrations during
construction to ensure the best possible protection for the properties
directly affected by the construction.

6.  Attempts to be made to provide additional parking where available.

7.  Emergency numbers and contacts for residents, businesses and property
owners during construction.

8.  Providing procedures for presenting claims should any occur from the
construction.  This will be printed in the Hampden Happenings, the monthly
newsletter of the Hampden Community Council.

9.  Placards and other signs to be posted around the area shortly before
construction begins  to alert others in the community of the work, the
parking restrictions and travel obstacles. 

10.  Complete repair of the road along the route rather than the originally
intended patching alone.

 

This is an on-going project to be involved in to protect our historic and
residential neighborhood."
