When we depend on 'modern' technology we occasionally experience 
inconveniences. I don't think it's that big of a deal in the whole scheme of 
things, but then again I enjoy camping and candle light.

Regarding your neighbors, the media usually advises people to fill the 
bathtub with cold water to
cool down. Sounds somewhat primitive, I know. Maybe BGE will deliver some 
dry ice!
