A Message from Mary Pat Clarke

                                                                                              14th District, Baltimore City Council

Dear 14th District Leaders and Friends,

Thanks to you and "Big Ed,"

Hamilton Middle School's Orchestra is "with TUBA!"

Pete Pakas responded to my last, "tuba alert" email by suggesting I apply for tuba funding to Big Ed's Band Foundation, which I did at once. Many others of you contacted the Foundation directly to request help for Hamilton's orchestra.

Thanks! The outcome is that Hamilton Middle School's orchestra has been awarded one tuba and an additional $1,500 for other instrument purchases, repairs, and support.

Special thanks to the Ravens' Edwin Mulitalo who sponsors this amazing foundation in support of music departments throughout the Baltimore City Public School System. And congratulations to Ed and wife Laura on the birth of their brand new baby!

In this round of foundation awards, Big Ed's Band Foundation has awarded instrument grants to every single school that applied, including our local Hamilton Middle School (which CHM youth attend), Robert Poole Middle School, Roland Park Elementary/ Middle School, Samuel L. Banks High School, Poly and Western.

Big Ed played a trombone. Then he played for the Ravens. To "give back" to Baltimore, he began sponsoring Big Ed's Luau and partnering with 98Rock and Jiffy Lube, "to develop the gift of music in our children by supporting the growth and development of instrumental music through providing instruments, repair, and other musical support for Baltimore schools."

If I got it right, Big Ed's Band Foundation has just awarded about $47,000 in grants to bands and orchestras sponsored by Be-Instrumental and the Baltimore City Public School System.

Thanks, Ed, for your generosity.

Thanks, Hamilton Student Orchestra and Director James Childs, for your talent.

Thanks, "Message" members for your advocacy.

We make beautiful music together!

For your information,

Please be aware of rezoning changes before City Council

for the locating of Outpatient Substance Abuse Treatment Centers

City Council Bill #05-0220

Zoning -Health Care Clinics -Substance Abuse Treatment Centers

Bill #05-0220 will be heard by the City Council's Land Use and Transportation Committee this evening, Wednesday, November 30, 5pm

City Hall, 4th floor (and aired on Channel 25).

Right now, outpatient substance abuse treatment centers may be located in any zoning area or neighborhood of the City, but they require a City Council ordinance for approval.

If approved as Bill #05-0220 is drafted, substance abuse treatment centers would (by change of definition and for zoning purposes) be treated as either professional offices or health clinics.

As professional offices, substance abuse treatment centers would be permitted by right in all B (Business) and in all OR (Office Residential) zones AND they would be permitted, with Zoning Board approval, in the four densest residential areas, which are R7, R8, R9 and R10.*

As health clinics, substance abuse treatment centers would be permitted by right in B2, B3, B4 and B5 Business zones. AND they would be permitted, with Zoning Board approval, in all OR zones.

*Quick zoning glossary: Every property in Baltimore City has a zoning designation as either B (Business), OR (Office Residential, mainly large "brownstone"-type homes in Charles Village and Mount Vernon), R (Residential), and M (Industrial). The higher the number behind a Business designation, the more intense the permitted uses. The higher the number behind a Residential designation, the more units are allowed per acre.

To learn your property's zoning designation, please call the Zoning Board at 410-396-4301 or email david.tanner at baltimorecity.gov.

For more information about this legislation, please call us at 410-396-4814 or email us at mclarke at baltimorecitycouncil.com.

Thanks, Mary Pat
