It was confirmed by the police who attended the CVCBD meeting on Tuesday
evening:

EVERYTHING has to have a report.  Otherwise, it did not happen, as far
as statistics and resource allocation are concerned.  If the officer
does not want to write a report, get his name. If you do not get a paper
report, with a number - call the police major's office, and he'll
reprimand.
