Neighbors --

And don't forget that Baltimore City has a curfew law -- everyone 16 & under
has to be off the street by 11pm every day of the week.  At a recent meeting
to kickoff the Barclay "Operation Protect" action, the Eastern District
liason strongly encouraged each of us to call 311 whenever you see youth on
the street after 11pm.  Barring other emergencies, they will send patrol
cars (or even a van) to pick up groups of young people and take them home
one-by-one (and yes, there are potential fines involved for the parents).
