 And don't forget that Baltimore City has a curfew law -- everyone 16 & under has to be off the street by 11pm every day of the week.  At a recent meeting to kickoff the Barclay "Operation Protect" action, the Eastern District liason strongly encouraged each of us to call 311 whenever you see youth on the street after 11pm.  Barring other emergencies, they will send patrol cars (or even a van) to pick up groups of young people and take them home one-by-one (and yes, there are potential fines involved for the parents).

I agree!  I love living here and the greatest part about it, is that we can walk around.  I saw these kids that day walking on both side of the street on 27th Calvert.  I would say about 15 or 20 of them.  They were loud enough for me to stop and look out the window.  I guess when this beating happen there were people at the bus stop and did nothing.  Two friends of ours came out with their dog and tried to scare them away.  I feel scared, but I don't want to stay in the house.  Maybe a block party/meeting so we could get to know each other.  I just moved in the area in Nov.  I know my neighbors next door and behind and a few here and there.  I would love to be more connected.

   I thought there was a message posted here a few weeks ago—I believe it was from a police "person."  The message was to contact the police whenever a large group of youth is wandering through the neighborhood, the implication being—or perhaps stated—that such groups are usually not up to any good. 
  
 Does anyone else remember such a message here?

Here is what was posted on the discussion list on 6/18 (None of it was from a police person):

It they are carrying a baseball bat but no baseball gloves, then it probably would be worth a call to 911.  At least the police can talk to them and will know who they are.

 If you have not done so already, get a crime watch number.  Then, when you call 911, to identify  yourself you simply give your crime watch number, and the officer who responds will not have your name and address.  The following is from the Northern District web site: 

 How do I get a Crime Watch Number?

To get a Crime Watch number contact the Community Relations Unit at the Northern District at 410-367-8491. You should receive your number in the mail in about a week.

I do not know if there was any more said about whether to call 911.  But if kids appear to be up to no good and if the police arrive as the kids are assaulting someone, you will have helped the police to stop a crime in progress.  We have a serious crime problem in Charles Village; we can see whether Thursday's meeting sponsored by CVCBD and JHU will do any good.  And I will repeat my advice that everyone get a crime watch number.  I would guess that forms for getting a crime watch number will be available at the meeting.  And you can ask when seeing a large group of kids justifies calling 911.
