[Chat] Make sure storm sewers are not clogged by leaves

With a lot of rain coming for the next several days, and with lots of
leaves on the ground, it is crucial that all of us make sure that the
storm sewers closest to our houses are not clogged by leaves. I have
just checked those on Guilford at 30th and 31st -- the grate on the NE
corner of 31st and Guilford was covered with leaves, and I have removed
most of them from the grate (enough to prevent a problem this time). I
hope that CVCBD will finish the job (I used my shoe to remove leaves,
but it was too slippery to get quite all of them).
If storm sewers are clogged and if water cannot flow away, basements
nearby will be flooded. I have been told that that happened a few years
ago on Abell. So please check on the storm sewers closest to you. And
please check again whenever a hurricane is predicted to drop a lot of
rain on our neighborhood. Let's prevent flooding.
