[Chat] Water bill scam

The following is copied from a press release issued a short time ago by 
the City Department of Public Works.

*The key thing is that if you get a phone call telling you that you are 
past due on your water bill, it is a scam.  If you capture the number on 
caller-id or with *69, report the phone number to 911 or to Northern 
District.

And do not let anyone into your home if the person claims to be from the 
Water Bureau or another utility unless you have previously called that 
utility to request service.  Call 911 if you suspect foul play.
