there's an office that deals with such matters-- just take a photo and send
it over liaison at jhu.edu and ask that they tell the students to clean up the
mess

 if a property (individual student) gets cited for a violation three times
it can mean explusion.  Seems a bit extreme for being messy to me but
hopkins really does take their relationship w/ the community pretty
seriously
