Thank you for using 311 Online, I apologize that your experience wasn't as good as we had hoped it would be.  We need to have a valid address in most cases to provide good service.  Unfortunately, while a verbal description may help us find a more exact location once we have an address, it would not serve in lieu of an address.  The address validation works best if the street type (Street, Road, Blvd) is not entered on the form.  Just enter the street number and name, or in the case of an intersection the two street names separated by the word 'and' (i.e. Charles and Baltimore).  When I enter 2800 Loch Raven, I get two choices:  2800 Loch Raven Dr in Baltimore County, 21131; and 2800 Loch Raven Rd., 21218.  Our system will accept 3200 Loch Raven Bd. as a valid address.
 
I have used this site many times and you are correct in that occasionally it seems slow when validating the address.  But this is the exception rather than the norm, please let me know if you consistently experience a slow response.

I have tried using the 311 website to request removal of illegal signs.  I have entered verbal descriptions of the location, because the signs are at intersections and not at a "street number" .  
Each time I received an error message, but in the end two of the three seemed to take.  However, my third try did not take.  I suggest that verbal descriptions be allowed vs. only street numbers.
 
Here are the control numbers which seemed to take:
service request number, 04-00139377 and service request number, 04-00138782
 
Also when I put in 2800 Loch Raven Blvd.  I got a message "The street number is not valid, the allowable ranges are 4499-6418".  The actual numbers for Loch Raven Blvd go down to 3200, and then the name changes to Loch Raven Road for 2400-3199.  I doubt whether many people appreciate this distinction.  See SDAT website:

The site also seems to be slow when moving from the street address input and the next screen.
