Subject: Historic Rehab Tax Credit Legislation
The Maryland Senate has scheduled a hearing on proposed legislation to reauthorize the Maryland Rehabilitation Tax Credit Program. This is the State program that provides a 20% tax credit on historic rehabilitation projects for home-owners and owners of income-producing property. The program is slated to expire in June unless the General Assembly takes action, and we are emailing you for the second (and hopefully last) time to ask that you consider contacting your elected officials to express support for the program and its reauthorization.
Thank you to those who responded to the first email. The remainder of this email provides information about the reauthorization legislation and how to contact your elected officials.

Senate Legislation
The Senate hearing is scheduled for Wednesday, March 17 at 1:00 p.m. in the Senate Budget and Taxation Committee. It will be held in Room 3, West Wing, of the Miller Senate Office Building, 11 Bladen Street, in Annapolis.
As in the House of Delegates, there are two competing proposals. The first is Senate Bill 190, entitled the Maryland Heritage Structures Rehabilitation Tax Credit (SB190). This bill was proposed by Governor Ehrlich upon the recommendation of an advisory council chaired by Comptroller William Donald Schafer. It would extend the program until 2010 as a tax credit program. We ask that you support SB190. The competing bill is SB246, which would convert the tax credit program into a grant program and would not specify a funding source for it. We ask that you oppose this bill. http://mlis.state.md.us/2004rs/billfile/SB0246.htm

The Committee is chaired by Ulysses Currie from Prince George's County. Senator Currie has not signed onto SB190 as a co-sponsor. Senators Nathaniel McFaddon and Verna Jones from Baltimore sit on this committee. Both have signed up as co-sponsors of SB190. Contacting these or other members of the General Assembly with your support will help show the importance of the program to Baltimore's historic neighborhoods.
